Mode two is push and turn- the button is pushed and then rotated. In this state the outside key still retracts the latch, but it won't unlock the button itself. To actually unlock the outside lever, someone inside needs to physically return the button to its home position and then either use the key or rotate the inside lever. This is a more secure mode, useful in situations where staff want to prevent even keyed entry without inside cooperation.
In both modes, the inside lever is always free. There's no scenario where someone inside gets locked in- you can always push the inside lever to exit immediately. That satisfies the egress requirements for most code jurisdictions.

Instead of a locked lever that resists turning, the lever spins in either direction without engaging the mechanism. The practical benefit is protection against forced entry by torque- someone trying to force open a locked door by wrenching the lever gets a freely spinning lever rather than a breaking mechanism. The lever disengages from the chassis under extreme force, protecting the spring cage and locking mechanism from exterior damage.
